5. MnSCU Update - Todd Digby
Report on changes in MnSCU central office: Steven Rosenstone from the U of M was chosen as the new Chancellor, and a search for an Associate Vice Chancellor to replace Scott Olson is beginning. Several retirements of upper level personnel upcoming. The Center for Teaching and Learning is now defunct.
The FIRE/EMS Library will be moved to either Century College or Hennepin Technical College by early March.
The state budget situation is uncertain, but the hope is that funding for PALS will remain stable
Todd and Stephen co-wrote an article on MnPALS Plus which will appear in the March issue of Computers in Libraries.
The search for a system-wide IMS (Instructional Management System) is currently on hold; it is likely that MnSCU will stay with D2L for a couple of years.
Report on new federal guidelines regarding Title IV financial aid funding and distance learning. The new guidelines would require all higher education institutions to register in the states to which they provide distance learning. For example, if a student from Arizona takes an online class at a MnSCU institution, MnSCU would have to register with that state in order to provide courses to Arizona students; fees would also be involved.
According to Minnesota Department of Education, the guidelines have been shared with campus administrations and campus faculty associations, and are being looked at closely.
The deadline for compliance is July 1, 2011. However, there may be some flexibility for campuses that have long-standing and mature distance learning/online programs.
The group has sponsored three conference calls/sharing sessions since forming last year, with one more coming up.
If anyone (not necessarily someone involved in the FIG) is interested in facilitating a conference call on a Futures topic, please contact Michael Kirby.
