Draft Minutes
1. Leah Anderson, Convener (Concordia College) called the meeting to order.
2. No member of the group volunteered to take notes. Sonja Eilertson (PALS) will be the note taker.
3. Leah asked for changes or additions to the agenda. Dianne Schmidt (Minnesota State University Moorhead) asked to add 'Time of ILL Meeting' to the agenda. This will be added under agenda item “Discussion about User Group Meetings and Workdays.”
4. The Fall 2008 User Group minutes were approved.
5. Direct Borrowing Survey
The group was reminded to complete the direct borrowing survey, especially those libraries that are on the Minitex Overnight Courier route. Once the list of libraries that are interested and able to request items directly is compiled, then libraries on the direct borrowing Minitex Overnight Courier list can add each other to their potential supplier lists. On the MnPALS Direct Borrowing Minitex Overnight courier list there are libraries that can only supply returnables.
Sonja Eilertson (PALS) will send out the email about the survey to the mailing list.
6. Review Steering Committee Membership
Discussion about terms, the number of libraries in the Technical Colleges category, and the types of representation needed.
Because of the lower number of strictly Technical Colleges, the discussion focused on having a Two Year College representative. This representative would be from either a Technical College or Community/Technical College. The representative will be a Two Year College representative. In order to maintain a steering committee with five positions, adding a representative at-large was discussed.
Cynthia Jorstad (Northland Community and Technical College, Thief River Falls) made a motion to combine the Community College and Technical College Steering Committee position to a Two Year College position and to add a representative at-large to the ILL steering committee. Ala Garlinska (South Central College, Faribault) seconded. Motion passed.
The group decided to caucus by type to select a representative. The two year colleges and State Government libraries caucused. The State Government representative will complete the term left vacant.

State Government representative - Mark Smith (Minnesota Department of Health)
Peter Jarnstrom nominated Sonja Timmerman (Gustavus Adolphus College) as the at-large representative.
The group approved the representatives:
o Two Year Colleges – Cynthia Jorstad (Northland Community and Technical College, Thief River Falls)
o State Government Libraries – Mark Smith (Minnesota Department of Health)
o State Universities - Maria Brandt (Southwest Minnesota State University)
o Private Colleges - Leah Anderson (Concordia College)
o At-Large – Sonja Timmerman (Gustavus Adolphus College)
7. Minitex Report
In the interest of time, Minitex provided their report in a breakout session. Members are encouraged to review the powerpoint used for the session and ask Minitex staff any questions.
8. Discussion about User Group Meetings and Workdays
o Discussion about virtual workday - who attended, did it work, do we want to do it again, etc.?
General discussion about the pros and cons of virtual workday - some members have problems with travel and budget issues so prefer a virtual meeting. Some topics are easier to discuss in person. Some members like to get together and discuss the topic or network. The circulation user group meeting had discussed a virtual workday and decided that first topic and presenters should be suggested. Then the decision about whether a virtual meeting or in-person meeting would be best to cover the topics could be made.
Leah Anderson will post to the ILL forum asking members to suggest topics and presenters for a workday. The deadline for member response will be December 14.
Rosie Mock (Minnesota State University, Mankato) suggested macro express as a possible topic.
o Discussion about User Group fall business meeting / How can User Group meetings be relevant?
The general opinion of the group was that they liked the breakout sessions. They liked that subgroups meet at different times.
The group discussed that they did not want to have the last subsystem meeting time. The members of the steering committee and the convener should make sure to remember the group’s concern about the last meeting time of the day and state the group’s concern about being the last subsystem to meet at the User Group planning meeting.
o Update on Regional ExLibris User Group meeting
Members of the group who attended Regional ExLibris User Group meeting reported.
9. PALS Report - Sonja Eilertson
The members of the group should review the wording changes made to the blank ILL journal and book forms. These changes were recently made on production.
Exchanging requests between VDX and MnPALS Aleph libraries, question about adding additional MnPALS libraries to exchange with VDX libraries. Becky Ringwelski (Minitex) responded that at this time there are VDX issues from a recent software upgrade that are taking priority. Also the configuration issues on VDX for adding a MnPALS library are significant.
