Consortium of MnPALS Libraries ILL PolicyPolicy and Procedure Statement on Interlibrary Loan
This statement is based on the collective experience of staff from MnSCU/PALS libraries and MINITEX, and on the following documents:
- Interlibrary Loan Code for the United States (1994, revised 2001)
- MINITEX Criteria for Participation
- Interlibrary Loan through the MnLINK Gateway: Policy Recommendations of the MnLINK ILL Subcommittee (1999, revised 2002)

- MnSCU/PALS libraries may share materials directly with one another if the libraries concerned have established reciprocal borrowing arrangements and use the MINITEX overnight delivery system or other delivery mechanisms.
- MnSCU/PALS libraries that participate in reciprocal borrowing will send requests for monographs directly to one another when materials are available. (They may make exceptions when other libraries or MINITEX can provide the fastest service.) When materials are not available at other reciprocal borrowing libraries, they may send requests to MINITEX for appropriate referral.
- MnSCU/PALS libraries that share audiovisual materials directly with one another will follow the procedures for requesting monographs (see above).
- MnSCU/PALS libraries that participate in reciprocal borrowing will send requests for serials to MINITEX when materials are available at the University of Minnesota-Twin Cities campus libraries and/or the Minneapolis Public Library and Information Center. When materials are not available at these locations but are available at other MnSCU/PALS reciprocal borrowing libraries, they may send requests directly to one another. When materials are not available at other reciprocal borrowing libraries, they may send requests to MINITEX for appropriate referral.
- MnSCU/PALS libraries may route requests directly to non-MnSCU/PALS locations if the libraries concerned have established reciprocal borrowing arrangements and use the MINITEX overnight delivery system or other delivery mechanisms.

- When MnSCU/PALS libraries send requests to MINITEX, they will include verification information from MNCAT, MULS, OCLC, MnLINK, or PALS, as appropriate, according to established MINITEX protocols. They will also indicate libraries to which they previously sent the requests so MINITEX will not refer the requests to those locations.
- MINITEX will refer requests to MnSCU/PALS libraries according to established protocols.

- MnSCU/PALS libraries and MINITEX will use PALS ILL software to send and receive requests to and from one another until they migrate to MnLINK ILL software.
- During the migration period, MnSCU/PALS libraries will accept requests sent to one another using either PALS or MnLINK ILL software and transferred between systems via ISO ILL Protocols.
- MnSCU/PALS libraries will not expect reimbursement from one another or from other MINITEX participating libraries for routine ILL costs, but may charge one another for lost and damaged items.

- Procedural problems with implementation of this statement should be resolved by the libraries concerned.
- MnSCU/PALS libraries will use the provisions of the Interlibrary Loan Code for the United States (1994, revised 2001) to resolve problems not covered by this statement or by established MINITEX policies.
- The MnSCU/PALS ILL User Group will review this statement annually, revise it as necessary, and submit it to the MnSCU/PALS Deans/Directors/Coordinators for their approval.
